Mr. Messer was of opinion that the

refusals of compensation were due in large measure to un-

-willingness on the part of the Taxlords concerned to lose

countenance vis-a-vis the cultivators of the land whom

they had been accustomed to treat as their tenants, and I

am not without hopes that as the Taxlords realise the in-

-creased value of land in the New Territories owing to

development following on incorporation in the Colony of

Hongkong, they will be glad to accept the offers which

still remain open to them.

On the whole considerable progress

has been made in the settlement of this difficult and com-

-plicated question, and I trust that the steps that I have

taken in the matter meet with your approval.
